
How It Works
The Public Housing Program follows a step-by-step, staged model with six stages: planning, site investigation and acquisition, design, procurement and site readiness, construction, and handover and occupancy, to ensure every housing project is well-planned, cost-effective, and community-focused. Each project moves through the six stages:

Stage 1
Planning
Sites are chosen based on 17 scoring criteria that prioritize safety, accessibility, integration with existing neighbourhoods, affordability for residents, and efficient use of public funds.
Stage 2
Site Investigation and Acquisition
Selected sites are reviewed in detail to confirm suitability and reduce risks. Reviews include geotechnical investigations, environmental assessments, servicing capacity studies, and checks against zoning, building, and fire codes. Sites are evaluated for access to amenities, transit, employment opportunities, and community integration. Properties are acquired or rezoned where needed to support development. Early engagement with municipalities and communities helps align site plans with local priorities and reduce delays.


Stage 3
Design
Architects and engineers develop site-specific plans, guided by building codes, accessibility standards and community feedback. Designs emphasize efficient building layouts and sustainable features while ensuring compatibility with surrounding areas.
Stage 4
Procurement and Site Readiness
Build Nova Scotia works with suppliers and contractors to source cost-effective materials, modular housing options, and construction services. Public procurement processes ensure transparency and value for public funds.


Stage 5
Construction
Projects are developed in phases, with careful oversight to ensure budget, timeline, and that quality standards are managed effectively.
Stage 6
Handover and Occupancy
Once construction is complete, the Nova Scotia Provincial Housing Agency assumes management of the units, ensuring long-term maintenance, resident support, and integration into Nova Scotia’s broader housing network.
